Ashley, can you confirm that these vehicles are still roadworthy or are they just still registered due to people not "junking" the titles? (Send your retired title to the state for deregistration.) I don't know what the laws are elsewhere but here in Minnesota we are "supposed" to send in our titles for any junked vehicle but few people do unless there is a cash transaction that dictates transfer...
