How much should I expect to pay for installation of my ne Rancho 9000s?

Got my Rancho's from Amazon. My primary mechanic gave me an off the cuff of $40 each for install. Tire Kingdom wants $250 total. So: is $160 reasonable or should I expect to find cheaper if I hunt around?

On a hoist with proper tools...

...the whole job is only about an hour , maybe hour & half .

So...$120 max IMO.

Does it require a torq wrench or can i just tighten it down "pretty tight"?

You probably don't absolutely need a torque wrench, but this'll give you an idea of what you need for each one.

The stock shock torque settings are-
Front- 14 lbs. upper, 61 lbs. lower
Rear- 70 lbs. upper, 58 lbs. lower

Local shop wanted $300 for installation and NTB wouldn't install new shocks from Amazon, but was willing to buy them from their supplier and install for $750.

Harbor Freight torque wrench = JUNK!! Buy a quality wrench.

...and an impact wrench makes it a 1 out 10 on the difficulty scale.

I dont think 14ft lbs is enough to even get the upper bolt threaded onto rancho9000s. Ive installed 3 sets of them and there is always paint on the threads that make the top nut a pain. Just takes some force but it always goes. Didnt even take my wheels off for the last set

Torque on those bolts is not critical. As tight as you can get them with an 8" box end wrench will be plenty. I doubt you'll even need locktite on them.
