Yeah, it's a hoax. They busted it locally in a couple of independant tests and also on an episode of Mythbusters that aired last Wednesday. You have to note that his "test vehicle" still runs on gas.

actually its not a hoax to a degree. what hes doing is turning the water into hydrogen gas but the electricity required to do that takes more energy to convert it to hydrogen than hydrogen produces

even tho changing water into hydro isnt a hoax but it just doesnt seem possible to NOT burn a person but to be able to cut steel....
