ok my question is this, is the overall diamiter diffrent on the 18 inch wheels greater then the 16 inch wheels? or did the simply change the aspect ratio.

are you talking about the wheel+tire total?
IIRC the total diameter of the tire+wheels are the same for both the 16 and the 18 inch wheels. So when they changed the wheel size, they changed the aspect ratio of the tire needed.

Koidiak - If you're considering a 1999 vs a later model, keep in mind that many 18" tires will cost you as much as $100 more per tire than the same model in a 16" size.
