How to remove water marks and swirls.....

My VX has a bunch of water marks on the fenders, as well as swirls! It doesn't go away even with washing and waxing! Does anybody have the solution of getting rid of the swirls and water marks? Thank you to anyone with advice to my post!!

Oh and also removing swirl marks don't apply in a circular motion. Go in a straight line, like front to back on the hood, and side to side down the sides.
And a good old cloth diaper if you can find them (Walmarts are ok, kinda thin but soft)
