Make sure you are talking about the bolts in the front of the housings. The backs are for adjustments.
To get to the two lower bolts on the front, it's easiest to take the front cladding off. You'll be surprised how short the front really is.

i removed mine without removing the front cladding. don't remember exactly what i did, i will look at them in the morning and let you know. shawn

You can by reaching under the lights in the hole that is to the insode fo the light housing, but I found I came up less scarred by taking off the cladding.
