Check your local laws. In many states lights above stock headlight level are illegal. In some states you may not remove the light covers except offroad.

Looks like they may attach somehow to the rain gutter. I guess to find out someone would have to go to a Chrysler/Jeep dealer parts department and see if they have one to look at... or maybe check around some Jeep forums.
