...simple as that in California, other states vary. Also in California cops won't file a report unless personal injury or damage over a certain amount. Personally I think you did the right thing, sometimes people will go to the police and make all sorts of weird claims after the fact so good idea to carry a camera and get a witness if possible. It's a hard world and getting harder!
