That seems like it would be hard to enforce, since I know of new cars that have come off the lot with HIDs and conversion HIDs. (My '08 Saleen was this way). If factory HIDs are acceptable, I find it hard to believe that they are going to expect our law enforcement to know which makes, models, and model years came with the acceptable lights.
No doubt that any headlights that are improperly aimed can be annoying.
It will be interesting to see if this light enforcement ever takes place.
