I had a guy at a yard in Australia tell me he couldn't ship the steering wheel precisely because of the risk of a charge deployment - he said they were considered explosives for the purposes of some trade regulations.

You, and he, are correct. Airbags can't legally be transported by air. Shipping UPS ground is okay, though. I purchased some seats w/undeployed airbags shipped, and the salvage yard had to jump through some hops to get them to me.

But, people still ship by air anyway *lol*

Are the only differences between the two steering wheels just that the JDM are all black & the US is 2 tone?

Is the JDM 3 spoke & the US 4 spoke?

I'm asking because the steering wheel in my 99 Amigo looks perzakly like the VX except it's all black.

IIRC it does NOT look like the MOMO shown above. It looks like the VX except it's all black.
