How much should I expect to pay for installation of my ne Rancho 9000s?

You probably don't absolutely need a torque wrench, but this'll give you an idea of what you need for each one.

The stock shock torque settings are-
Front- 14 lbs. upper, 61 lbs. lower
Rear- 70 lbs. upper, 58 lbs. lower

I dont think 14ft lbs is enough to even get the upper bolt threaded onto rancho9000s. Ive installed 3 sets of them and there is always paint on the threads that make the top nut a pain. Just takes some force but it always goes. Didnt even take my wheels off for the last set

Torque on those bolts is not critical. As tight as you can get them with an 8" box end wrench will be plenty. I doubt you'll even need locktite on them.
