recall rodeo rear suspension

I know how the TSB works, but since the VX was extreme limited quantity, does it even "qualify" for such service bulletins? I worked in various dealers but never worked on a car that released in such small quantities, so just curious. I know in the 10 years I have had my VX, I have never received a recall notice. Figured it was "just that damned good".
