First thing to do is pop the cap off at the bottom of the arm and make sure the nut there is tight. I know when I move one arm the other moves so my first thought is that its probably a loose connection
& if the nut is tight, then check the linkage between the 2 wipers. Never seen one break but since there's only one motor controlling both, your options are limited.

The wiper isn't stripped. The bolt will move but the wiper wont.

Yeah, I'd suspect that the linkage that connects the two wiper arms just popped off the passenger side. Being from New York, any chance you turned your wipers on with snow/ice on the windshield during that last snowstorm you got?
If that's all it is, they can be popped back on easily once you get access.
