I've got a box of powdered water in the cupboard, but can't figure out what to add...

Oh yeah! I never put the two together, but this might also be the same stuff -- or at least similar stuff: http://www.coaxseal.com/. It comes in a much smaller roll than the stuff pictured above, but otherwise seems identical. It is a stretchy, sort of sticky rubbery goo, separated on a roll by paper. You can mold it around anything, but it remains stupidly sticky and will get on everything and pick up every piece of dirt it gets near.

This is what the mechanic at my work uses to seal all kinds of things on his vehicles.

Its called A/C sealant or something like that, if you want to buy some NAPA auto parts online sells it and the part number is 209491 type that in the search bar and you will find it.

...are y'all talking about 3M strip caulk? That's what I use to seal around speakers, secure broken plastic panels in place (like my door handle), etc. It'll seal just about anything -- you can find it at Napa.

I found a random photo of it online: Is this what you're looking for?
