My guess would be a bit of excess mold release compound that is part of the manufacturing process.

But this info gets you no closer to removing said residue.

If you can live with it, it will go away on its own in a month or 2.

I wouldn't have left the tire shop with them,u should have had them find some without the white stuff,u might want to check the date of manufacture,they may have been sittin in a warehouse for 3 or 4 years and if thats the case there no good.
