But those rims won't hold air without those bolts in probably... I'd rather not have to deal with installing/mounting tires on that. Seems like a PITA.

The bolt holes have nothing to do (directly) with the wheel holding air. The way a bead lock wheel works is the tire bead is squashed between two plates which creates the seal...yes the bolts need to be tight to maintain this seal. If the bolts are properly torqued you should have no problems with leaking (as long as the bead locks are properly installed). Jay runs bead locks on his FJ which is his daily driver and afaik has had no issues.
