i'd highly recomend Photoscape for picture re-sizing and re-naming in bulk, editing, etc. works great and i use it daily

What kinda photo editing are you talking about?

If it's just adding text or drawing in gorilly feets, just about any will do.

If you're talking about greyscale mapping or adjusting white scale or adjusting contrast/color/brightness, then it's an entirely different set of choices.
