Cleared my headlights -still look "dusty"

Using a combination of wet sanding and Meguiars headlight kit.

They look great, but when you look into them they appear "dusty" on the inside from about halfway up the lens to the top. I know that this is not on the outside of the lens.

Anyone else have this issue?

Both appear to be the same, so maybe that's just how they are.
