HELP! Low voltage on O2 sensors?

Does anyone know what can cause a low voltage condition on the O2 sensors? My check engine light came one; and when I checked the codes, it said low voltage on O2 sensors. The voltage only goes up to .7 instead of 1 or .9. It seems unlikely that both O2 sensors would fail at precisely the same time with the same problem, so I am thinking it must be something else. Maybe a vacuum leak somewhere? It seems to run fine. Any suggestions for the next diagnostic step? Thanks in advance.
