I don't think it was in japan, LOTTE, pronounce Rotay, is a big South Korean department store/hotel/mall chain. So I would guess based on the LOTTE banner in front of it that it was in South Korea somewhere, (I have been to Pusan a few times and stayed at the LOTTE hotel.

LOTTE also has ties to the Netherlands...it is a TV program there.
But the VX appears to be parked in front of a hotel and I don't see to many blondes in the pics
