Hummm??? The stock Hood insert is held in there with bolts, if that's what we are talking about. Other than that, there isn't any cladding on the hood?
If you don't first THINK THINK, you could end up in deep DO DO!

well the corner of the hood insert is poping up, just the very corner, it looks like it had a 3m tape or something under... i guess its warpped? but it easily can be pushed down to the hood again so woulda 3m tape work or what would you all suggest using?

What i'll suggest you to do is to remove the under hood isolating cover,is the black sheet & see if there's any missing nuts
    Dakar was just the begining.

Note that the washer nozzles are also responsible for holding down the hood insert.

Also, is it possible that the previous owner did tape over the hood? It should be a flat black, and might have a couple cracks in it... but I don't think it peels...

Chances are, the adhesive holding the stud to the bottom of the insert has let loose, removal of the insert & a bit of JB Weld should fix you right up, just don't over tighten during re-assembly.

Or, as stated earlier, you could be one nut short of complete insert restraint...

Check my gallery for a solution most wouldn't touch with a ten foot whatchamacallit...

check the downloads section for the full shop manual. I can only assume it has complete instructions on how to pop that sucker off.

Yep, though some of those bolts are hard to see. And, as mentioned earlier, the washer squirters have to be removed too.
While you have the insert off, take apart the drain tubes under the insert & clean them out too, they're under the leading edge of the insert...
Just pull the hose off of the drain cup & clean it out with some warm water & a pipe cleaner or piece of wire.
They will get clogged up again in about two weeks, but it's easy to do after you see how they go together.

Also, give the hood under the insert a couple coats of wax.
