Then you need to get agressive. read my thread, zen and the art of headlight polishing. What you will have to do is basicly what is called color sanding. Start with 400, keep it wet and flat, don't use your finger tips, use the flat of your hand. If you look at what I had to deal with and the end result, you will be okay. What do you have to loose if it is as bad as you say.
